Who sits on the Council?

 

Members of the Council represent a variety of skills and backgrounds, and include experts in law, finance, actuarial sciences, economics, medical sciences, corporate governance and consumer affairs. Council members are appointed on a part-time basis for a period of up to 3 years.

The Minister appoints a chairperson to the Council. Currently,Professor William Pick is the Chairperson - He is the past President of the Medical Research Council, and has recently retired from active work. Professor Pick brings considerable skills in a number of key areas, including corporate governance, understanding of health policy, medicine and leadership. 

The members of the Council elect a vice chairperson from their own ranks. The vice chair is still to be appointed.

Other members of the Council are: *

  • Dr Zola Njongwe, a senior lecturer at the University of Pretoria. Dr Njongwe is a noted community health specialist and was previously Chief Director at the Gauteng Health Department. She also has considerable experience of sitting on boards of directors in the public and NGO sector, and brings considerable experience in this regard to the Council;

  • Ms. Zandile Mjoli has a BCom in Accounting and Business Management, and an MBA from Wits University . Ms Mjoli is currently Senior General Manager (Resources and Strategy) at Eskom, and is a member of the Institute of Board of Directors in Southern Africa. She has an understanding of the medical schemes environment, having led ESKOM's team that resolved the medical scheme challenge faced by the company in 1999;
  • Professor Alan Rothberg is currently head of the Therapeutics School at the Wits Faculty of Health Sciences. Prof Rothberg has substantial experience in medical schemes and managed health care, having previously worked as an administrator of medical schemes and also in the first experiences with managed care in South Africa . He brings to Council an independent and in-depth knowledge of the medical schemes environment ;

  • Dr Kamy Chetty, Deputy Director General at the National Department of Health;

  • Ms. Thembeka Gwagwa, is the CEO of DENOSA and has considerable experience of the functioning of boards in the public and NGO sector. She also brings an important understanding of trade unions and consumer perspectives to the work of the Council;

  • Ms. Tracy Fortune completed her LLB at the University of the Western Cape in 1996 and an LLM (commercial law) at the University of Cape Town. She is currently the Executive Director of the Non-Profit Consortium which works with the NGO sector on issues of law reforms, complying with legislation and providing support on governance on non-profit entities;

  • Mr. Archie Phalane is the deputy secretary general of the National Union of Mineworkers and has considerable experience in issues relating to employee benefits and negotiation on employee benefits, including medical schemes. Mr. Phalane brings an important dimension to the work of the Council on working with consumers, trade unions and shop stewards on improving understanding of the workings of medical schemes.

  • Mr. Tamsanqa (Thami) Bolani  Tamsanqa (Thami) Bolani is the Chairperson of the National Consumer Forum and Managing Director of the Consumer Fair newspaper. He's currently working on the launch of Consumer Action Groups nationally. In 2003, he was awarded the dti Award for Consumer Champions (Individual Category). He serves on the following Boards and committees: Policy Board for Financial Services and Regulation (National Treasury), Consumer Sector Board (South African Bureau of Standards (SABS)), South African Tourism Grading Council, Consumer Advisory Panel (Independent Communication Authority of South Africa (ICASA)), and the Council for Medical Schemes (CMS). He was previously a manager with the Business Referral and Information Network (BRAIN), a Small Business Specialist with the Department of Finance and Economic Development (Limpopo Province), a Financial Advisor (Southern Life), and a journalist for Radio Freedom (Lusaka, Zambia).

  • Mr. Rob Rusconi  is an actuary with working experience in healthcare, insurance product development, investments, and pensions, both in South Africa and in the United Kingdom. He is self-employed and carries out independent research and consulting for public- and private-sector entities, locally and abroad. His primary interests are long-term saving and pension provision, the operation of markets, and social security systems.
